Apache & Modules

FYI, here's a list of the latest stable (in most cases) versions of the
modules we will (likely) use. If anyone has any reason *not* to use a
particular version, please let the group know. I'm listing this for the
goal that anyone wishing to create a development box at home can make sure
they're using the same version of everything the production box will. I
have verified that everything compiles "friendly". I have not tested much
other than that http/https works.

One thing we need to decide is on any Apache modules we want to compile
in. Remember we have half a gig of RAM, so we can afford big httpd
daemons floating around (at least at first). We can tune things later.
