I don't think so.

Yes, with some fiddling.  Place your footprint as usual, and cut it
into a buffer.  Then, assuming you have a new enough pcb, do this:

     :FreeRotateBuffer(45)

Then you can paste the footprint back down.

Note that rotated parts with non-square/round pads (like tssops) might
(heck, probably will) have problems with autorouting and optimization,
but BGAs shouldn't.
