gEDA-user: Why don't lines clear polys on silk layer?

There's an exception in the polygon code that doesn't do standard polygon
line clearance on the silkscreen layer.  I'm unaware of any reason why it
wouldn't work.

The main reason I'm wondering is that I'm adding polygon clears for text
(so you can put text on copper layers inside polygons).  Being able to
put silk text inside a solid silkscreen area makes a bit more sense than
clearing lines...
