It's an issue we constantly struggle with, especially since gerber is
an OLD standard that EVERYONE uses, and yet still there are many fab
houses that won't parse it properly.

Anyway, Harry's polygon clipper is an attempt at solving some of these
problems.  With it, there are never any clear layers - everything is
positive drawn.
