It's a problem to get icarus ready to work with some FPGAs,
but Actel is more cooperative than others and Steve says it's possible...

Remember that mention of a FPSLIC  FPGA by Atmel used
to synthesize logic like self-timed ring oscillators
using icarus verilog?  That one is a good candidate by way of
having an open start well done already.  Not sure if it is
space-reliable enough though.

I gave this a look and no mention of hardware -- I guess you started something from nothing
telling them about yours.
