I think if one goes the "usb dongle to laptop" route, this becomes
much more do-able.  USB frequency counters, USB scopes, USB function
generators, USB-driven power supplies, etc.

Hmmm... and FPGA and the right power supply, and I think you can do
all those with one chunk of hardware.
