gEDA-dev: [pcb] first alpha version of pcb-dxf-HID

The work flow around here often happens the other direction. The outline
of the board is created to fit a space limited area and then we squeeze
the circuit into that shape. So being able to create a "foot print"
which is nothing more then a silkscreen outline from a dxf file would be
really usefull.
