What really counts is all of it.

The simulators are the easy part.  Gnucap is plain C++, with 
nothing special.  The release versions have always worked under 
windows, at least when compiled with ming.  That is because it 
is plain C++.  Plain C is ok too.  The others are harder 
because of the required libraries.

There is a problem now related to DLL's.  Specifically, since I 
don't have a windows machine, I have no way to test it, or to 
know if the options are set correctly.  If it doesn't work, I 
believe a one-liner will fix it.  It will get fixed correctly 
before the next real release.

Even without that, I can still make a static-linked version that 
works.  The only difference is that you need to specify which 
plugins at compile time.  So Windows can have a "crippled demo" 
version, which can still do more than many Spice variants.  I 
have the impression that most of them would not appreciate 
things like having all 28 variants of the BSIM model.
