gEDA-dev: Emacs and mixed tabs & spaces

Hi folks,

As it turns out, Emacs automagically replaces 8 spaces by a tab when doing 
indentation (in C files but also in other modes which use 'indent').

Assuming that gEDA policy is spaces-only indentation, all developers who use 
Emacs should use the Customize interface to set "Indent Tabs Mode" to nil.  
Note that this is the only way of setting the default value of the 
indent-tabs-mode variable, because otherwise it's buffer-local.
