Yes.  

1) There aren't many/any Monotone here. 
2) PeterC/PeterB/Ivan use it and highly recommend it.
3) There's a way to make existing CVS users happy (git-cvsserver).
4) The patch gymnatics I observed recently with stacked git impressed me. 

If it turns out this decision doesn't lead to a happier place, I will
reevaluate at that point.
