gEDA-dev: Added attribute names to system-gschemrc.in

Hi all,

I have made a patch to add some attribute names to system-gschemrc.in

This is to allow for creating the "email", "dist-license" and
"use-license" attributes during symbol creation.

Attributes names conform to gedasymbol.org.

BTW: what is the email address where to submit patches ? It is not
mentioned on the wiki/geda:scm page.
