Acceptable changes:
1) Close button -> closes the dialog box with no further action.
2) Apply button -> keeps the dialog box open and starts placing the
currently selected dialog box.
3) OK button -> closes dialog box and goes into place mode.
Cancel/Escape puts you back into select mode and does not resurrect
the dialog box.
4) The OK and Apply buttons should be disabled if no component is selected.
5) I'm not too thrilled with the Refresh button. I understand why it was
added, but if there is another portable mechanism to automatically
refresh the list, we should endeavor to use it.
6) The Refresh button is not at the same level of importance as "Ok",
"Close", or "Apply". It should not be down there at that horizontal
position with the other buttons.
