gEDA-dev: libgeda error reporting

I think the idea of not having the library log events is limitting in a
couple of ways.

First, the library itself may have a bug in one layer that causes an
error in another.

Second, I like to know who spotted an issue and then what was done about
it. So each level application and library should be capable of logging
activities but being able to distinguish where a log message came from
is critical.
