This seems like an overly complicated version.
I'd say if you're trying to get something in there that indicates stable
vs development branch then just move to the
major.minor.release
scheme where even minor is stable and odd minor is development. Who
knows what causes the major bump (maybe when minor would reach 10?).
This is fairly simple and there are a number of existing projects which
do this so it won't be new for to many people.
