gEDA-dev: Icarus verilog 0.8.3 Windows package is broken

The latest Windows package for Icarus verilog at:
http://bleyer.org/icarus/
http://bleyer.org/icarus/iverilog-0.8.3_setup.exe

seems to be broken.  Several of my students are getting lots of 
complaints about missing DLL's.  This did not happen in the 0.8.2 package.
