Oh yes -- the *other* mistake (sorry Paul) was that you should add the line to 
your ~/.gEDA/gschemrc file rather than system-gschemrc, as system-gschemrc 
will be overwritten when you next upgrade gEDA.

(Also potentially because other users on your system might not want the tools 
menu ;)
