gEDA-dev: Announcing gerbv-devel!

Three reasons:

1.  Some people who work only on gerbv felt that geda-dev has too much
traffic to follow.

2.  People only interested in gerbv (and totally unaware of gEDA/gaf,
PCB, etc) can easily find the mailing list from the SF site.

3.  Popular demand.  That is, there were two requests for it!
