Install Fink (http://finkproject.org/). It's basically Debian on a  
MacOSX foundation instead of Linux. Makes importing free software  
into your Mac much easier. Charles Lepple (http://www.ghz.cc/charles/ 
fink/) maintains gEDA Fink packages (thank you Charles!). Right now  
it's best to use the "unstable" tree. It has pcb-1.99.20070208p1.

And yes, you'll get pkg-config then.
