gEDA-dev: Next gEDA/gaf release

No objection on my part.

I have updated the i18n template for this coming release. It is quite
short but to anyone involved in translating gschem, it gives a chance
to fill in the file for your language. There is very few new entries.

As a result I would suggest Friday evening for the release.
