Try configuring with ./configure --with-gui=gtk --enable-maintainer-mode

Those files are auto-generated when PCB is built, and as such are not
checked into CVS. In a release tarball, they are shipped by whoever made
the tarball.

I've not done a build on cygwin myself though, but it should just work
if you have the right packages installed.

(IIRC, it only builds if there is an XServer running and DISPLAY is set
etc.. the program which generates some of the graphics does so using X.)
