There is the windbus project, however it isn't obvious how well it works
out of the box yet. It isn't yet integrated with the main dbus project,
but intends to be in the future.

A promising sign is that they seem to be able to get KDE to work under
windows,.. I assume DBus is the least of their problems, however they do
seem to use windbus successfully.
