Well, the cygwin setup.exe *is* a native windows installer, in that
you don't have to have Cygwin installed.

I assume you mean "self-installing .exe" native windows installer, not
just an installer program that's a native windows app.

Comparitively, the cygwin installer is better when you have a lot of
packages, and want the user to choose which to install.  The self-exe
installer is better when you have one package to install.
