Ales, there is an easy way for you to unpack the tarball in the same
place (only the big one, not the packages within) ? If it means
re-uploading, then I myself can do it. The reasons are:
1) This will create a directory structure that the Cygwin installer
recognizes as a remote package repository.
2) The Cygwin installer is capable of merging the package list of
several repositories, like the package managers of modern GNU/Linux
distributions.
There is already a third-party repository of Cygwin packages using this
technique: http://cygwinports.dotsrc.org/
This is where the idea came to me.
Once the repository is in place, the install instructions are below:
Important: Please, do *not* send messages about the gEDA port to the
Cygwin mailing list.
Note: the instructions will apply even if you already have Cygwin
installed.
1) Download an run setup.exe from the Cygwin site.
2) When prompted for a download site, choose a mirror near you.
3) In addition, add http://geda.seul.org/devel/cygwin/geda-cygwin as a
new download site.
4) On the package list, locate the "gEDA" category (I think, however,
that "electronics" would be more appropriate, as in Debian).
5) The installer will then download and install both Cygwin and gEDA.
6) From time to time, run setup.exe again to receive updated packages
with improvements and bug fixes.

PS: I am now considering the idea of preparing gEDA packages for
submission to the Cygwin project. I already read the rules at
http://cygwin.com/setup.html#submitting
PS2: I still intend to make progress on the MinGW ports of gschem and pcb.
