gEDA-dev: [pcb] DRC error handling

Dear gEDA team,

while the topic DRC is disscussed, I like to mention an unrelated
problem with thr DRC checker (on Debian Sid):

The DRC checker sometimes selects vias and traces that are locked.
These cannot be unselected (except with emacs or vi). Sometimes I
accidentally move these selected locked items, without noticing
because of the zoom, and then I end up with a complete mess.

I suggest that the DRC checker shall never select locked items.
