gEDA-dev: What should be included in the dist file?

I'd agree *if* the web pages were source controlled.  But, they're
not.

So, you can't easily get a copy of the specific documentation that
goes with a specific copy of the source code, unless the "specific
version" is "latest".

FYI my preference for distributions is "if you need to enable
maintainer mode to build it, you need to distribute it".
