Summary: alway-promote-attributes needs move from gafrc to gschemrc

Initial Comment:
There are 4 keywords which control how attribute promotion occurs in gschem.  3 of the keywords are in gschemrc and 1 is in gafrc.  The one in gafrc, always-promote-attributes, should be moved to gschemrc so that the four are together and are self-documenting.

I'm attaching a patch which moves the attribute over and my simple tests show that gschem works just fine.
