Summary: gmk_sym utility: do not redefine stricmp on Cygwin

Initial Comment:
In the utils project, the src/gmk_sym.c file redefines
the stricmp function, which is already present on
Windows. To avoid a name clash, this patch adds an
#ifdef for Cygwin.
