Do not confuse modularity with micropackages. According to your assumption, stuff like sound, font handling, the sprite system and whatever else would have to be separated from pygame. If someone provides a reasonably good implementation featuring well-designed interfaces, which are generic enough to be suitable for almost any related task, it would surely find its way into pygame.
