Not long ago there was some discussion on game deveopment with Hex
boards. One of our users, Ian Harrison, has created an actual hex editor
and a big guide on using it. It also covers topics like creating hex
tilesets to use in the editor.
The editor itself is not released yet, but if you want to get an idea of
how something like this can be put together and used, read the guide.
The first 10 pages or so just cover sample maps and descriptions. Later
pages discuss the creation of maps.
