If you want to manipulate images without PyGame, you
might find the PIL add-on library useful:
http://www.pythonware.com/products/pil/
Also, Python's standard library includes some image
functions. Documentation of the imageop, colorsys, and
imghdr modules can be found here:
http://docs.python.org/lib/mmedia.html
If you decide that PyGame is not the correct tool for
task you are trying to accomplish and you still need
