I think it's actually pretty easy.  Just post to all the distribution
email lists and newsgroups a request for people to be section maintainers.
Each person would have to give a short (1 paragraph) reason why they are
qualified to maintain a section.

Once we go live with the site.  People need to see what they're involved
with and such before they'll commit to something like that.

Necessary I think.  We need a date to shoot for and commit to.  Also I
think we need to prove to ourselves that we can do this.  (Jason, how's
the situation with those other people you were going to bring on board.
I could use some help right about now.)
