gEDA-dev: PCB bindings

Am I correct in thinking that pcb-menu.res describes the entire set of
default bindings - keyboard, mouse, and menu - for PCB?

Also, what are the semantics of a list of actions, such as is specified
for Right?  It wasn't clear from a quick look at the existing
implementation.
