This is exactly the same problem as I have:

make geda.pot-update
make[4]: Entering directory `/usr/local/src/geda/devel/geda/po'
make[4]: *** No rule to make target `../src/config.c', needed by `geda.pot-update'.  Stop.

Do you know what the .pot-update file does?  I am unfamiliar with how
I18N works with GNU stuff.
