IPC-2511B is the xml version of GENCAM. unfortunately, 2511B39.xsd is the latest version of the schema and it has 34 errors when verified by the w3c schema verifier at http://www.w3.org/2001/03/webdata/xsv. if 2511B39.xsd were valid and, therefore, had meaning, it could be used to represent schematics, non-hierarchical netlists and pcbs.

IPC-2581 is an xml standard that is valid and can be used to represent non-hierarchical netlists and pcbs.
