I've seen running the Gimp under Win32 and MacOS-X, since almost every
project is tiny compared to the Gimp I assume some portability.
Qt is used by some commercial projects for X11, Win32 and MacOS-X. I'm
not sure about the license details, but at least the X11, the embedded
and the MacOS-X licenses seem to be free.
