gEDA-dev: Silk on the bottom

What is the right way to do silkscreen on the bottom of a board?
I tried clicking on a label and using the "move to other side" command 
but no dice.  I also created a new "bottom silk" layer and tried to move 
the label to that layer, again with no success.
