gEDA: Testing for NOTANGLE in configure.ac

Hi guys --

Daniel found a bug in configure.ac while testing for NOTANGLE (noweb).

I will check in his fix, but first I thought I would ask the gurus:
Why does this test return an exit code of 2 (and not 0)?  What does
a return code of 2 mean in this context anyway?  Any ideas?
Will his fix break anything?  

I don't think I'll break anything by checking in his code, but before
I do it I figured I'd ask.
