Let me add to my previous response...
For geda/pcb, I don't think it matters much which license we use, so
therefore we should use the most recent one (GPL3) to ensure we pick
up whatever expertise and experience the FSF has added to it.
Assuming we can get in touch with all the copyright holders and get
them to agree with the change. PCB has some authors I've *never*
heard from, either way before my time or they worked through Harry
before we moved to SF.
I certainly authorize any of my contributions to be relicensed under
GPL3.
