Try KPDF -- I haven't yet found a PDF it won't open.

Ok I will. You may be right it might be a bug at my end. The thing is
that I know I was not the only one unable to open the last town
budget. I just assumed which was wrong because it opened right up in
Acrobat. Thank you for the advice.
