It's not installed, but it's part of the source. Look in the tgt-stub directory.

No there isn't, but I tried to make it clean and easy to install add-ons
simply by dropping things in the right file. For example, it should be
obvious how to make rpm packages or deb packages of your stuff, and that
was the goal of the structure at hand.
