Qt/X11+Embedded is GPL. But I am afraid Qt/Windows is not free. So programs
would not be cross platform.

BTW. I am involved in porting of gerbv (Gerber viewer, using GTK) to Windows
and it was not too hard (mingw compiler). There were some limitations (no
mmap), but no portability problems with GTK+ itself.
