Perhaps you are a member of the power users group.

You can perform the install if you are a member of either the administrator or 
power users groups.

If users who are merely members of the users group wish to install gEDA-gaf, I 
will need to modify the installer to allow the user to select the installation 
directory.  That introduces several issues into the gEDA-gaf Windows installer 
that I am not yet ready to deal with.
